Welp, bad news, everyone: it looks like Catherine: Full Body will, in fact, be censored like many (though not all) of us feared it would.

"I will report this here for everyone.

There are no mysterious lights in Catherine: Full Body. (We went as far as we could go without the light shining.) To everyone worried about that, we love you. (We received about 10 more of the same question.)"

Friendly reminder that the Nekopara devs also said it had no white lights, yet it got censored in other ways, so this is almost a direct confirmation that they're going to censor it. Otherwise, they would've outright said it won't be censored instead of trying to skirt around the issue by saying the lights won't be tampered with.

There goes Persona as a Sony exclusive franchise. Seriously, Atlus/Sega won't put up with Sony's bullshit censorship policy, it's definitely leaving Sony at least as an exclusive, if not outright deferred to another platform holder (hello, Nintendo).

Not sure why you think that to be bad news. The only thing Catherine might have been censored for was with light beams during the more risque cutscenes. Light beams are the Japanese equivalent of the black boxes that are used on American cable TV to obscure nudity. Since there won't be any of that it sounds like the devs were able to skirt the line as far as they have always been able to go without any censorship by Sony's new crap.
