Nope 2 to 4 is a huge difference and not just in the visual department since the games run of a different engine. 

Indeed the lighting, models and sounds were all pretty much redone from the ground up. Still for me personally I think that my post regarding Sonic on the megadrive is graphically the biggest leap, objectively speaking it goes from a 2d 2 frame run to one amazingly smooth 3d character running. On the same hardware. Forza in my opinion is still huge leaps from 2 > 4
