Phil was recently promoted to the MS board of directors. Before Xbox was under the wing of the Windows division so Phil had to go to the head of that division and that guy had to report to Nadella. There were rumors that the head of the Windows division stopped many of the things Xbox wanted and was holding them back. So with Phil actually at the head of MS gaming initiative this time I hope he can grow their first party.

There will always be someone above, but he have been on a very strong position for over 10 years, and as head of Xbox and also promissing increased 1st party for like 5 years.

But as I said, a very good step on the right direction with 4 new studios/team
