I think he mean Sony First party started making game of a higher caliber during the PS3 era moving away from goofy platformers. Most of their studios upgraded last gen and now Santa Monica has as well, while MS studios are still making Gear, Halo, Forza with no sign of change

Santa Monica is Sony's top tier studio since 6th gen. They didn't need to upgrade last gen at all, they were among the best. They are on a different level this gen once again Sony's top developer.
