It's actually the combination of both. VR will play an additional roll in the future.

VR has nowhere to go without more content, and consoles don't exactly have a sound history of mass adoption of expensive peripherals. Only 2% of PS4 owners have opted for VR, so it's got a ways to go to be a significant factor.

Sony is not mass marketing VR properly, but they are more than adequately arming it with titles. They tend not to force their peripherals upon people and this could hurt game sales. The eyetoy always turned profit but never gained worldwide popularity even though it had superior games over its multiple generations compared to the Kinect.. If Microsoft did it, it would go much further because as far as they've proven (to me) in their time of gaming is they know how to majorly market and develop a ui.  Of course, they rode off of the back of the Wii With the first Kinect, but the definitely swung for the fences.
