It has to be more expensive, because you have to finance the research into fields of medicine that make no sense when it comes to healing people.
For instance investments into research to determine how old a scar or previous injury is. That type of medical knowledge mostly serves insurance companies to reject claims so they won't have to pay treatments in the first place.
