As for the PS4 CPU being tiny? If I compared it to my Skylake Core4 i7 and 16GB of DDR4 RAM all on a 32GB/sec bus which in turn feeds to a SATA Express bus (16Gb/sec) then maybe the PS4 is a little underpowered. Even my PC is underpowered if you compared it to PC's that have overclocked 6/8 core CPU's and memory.

If you compare the PS4 to the majority of PC's out there it is a powerhouse and very capable of pushing out 1080p @ 60fps. The choice to go with 30fps or higher is a decision made by the developers, not the hardware they are developing for. Of course, there are always tradeoffs.
