Yes and it was a lesser game because of it. Even though it was kind of a miracle that such a weak system could run that game. The PS4 is however able to run it properly in 1080p. But as I said it shouldn't have Nintendo is games are well known for quality and being very polished. They should keep that up even if the competition like Sony and especially ND screw up performance wise with TLOU on PS3 and PS4 pro and Uncharted 4 PS4 and PS4 pro (explosions and smoke effects).

 

The Switch is more than five times as powerful than the Wii U. It should be relatively easy to run this game flat 30fps on the Switch. Especially since this game has been in development for Wii U most of the time.
