both playstation 4 and Xbox One were a long LONG way from complete software wise when they released, think it is fare to say they were both beta on release. both barely had the basics working let alone the time to be working on the nice to haves, So I imagine BC was something both Sony and MS would have liked from the start but there really is only so much you can complete in a given timeframe, especially when you need the underlying OS complete before you can think of emulating something on top of it.

 That's how PS3 and 360 started out. You're right, but that doesn't explain why MS doesn't outright give full BC to the console.
