non-sunnite means pretty much only Iran and Azerbaijan, intervention of the former wouldn't fly with the west (not sure Iran would even want to - the more the Shia in Iraq are under pressure the better are the chances they decide to join Iran once Iraq shatters, which has pretty high possibility) and the later doesn't have the military force
