If the big 3 could only make new IPs from now on who would have the best exclusives? who would sell more?

Hmm, it's a tough one. Make new exclusives? MS would and could just money hat everything... But "make" new exclusives? It's impossible to tell. Whoever has the most studios would win in the short run but the other companies would just open more, thus creating more games out of necessity.
