In case anyone was curious:
I got my 32GB last night. When I popped it in, my wallpapers and icons were left unchanged from my 8GB. Apps like youtube and netflix were gone, and fully digital games as well. What I found really weird is that my 3 cartridge games were still there. Or their bubbles anyway. Completely unmoved. I can't look at their sizes, though. So while the icons and live area stuff was intact. The rest of the installed date was gone. The only one i've launched is Ragnarok and that still has my saves so for Ragnarok, I can confirm that save data is on cartridge.
So if anyone was bugged about using to Vita memsticks because of reorganizing every time, I believe that's been fixed in a past update.
