From NeoGaf's November NPD thread, Pachter said BLOPS2 had a 5% attach rate with the Wii U per NPD:

Call of Duty Wii U attach rate was 5%, said by someone on VGA pre-show.

5% of 425k = 21k

Wow those are some pretty low sales. No wonder it's so dead in the online community.
