I would agree with this if retailers had actually remained as a true rival to Steam. Most physical retailers have reduced the size of the PC shelf space, rarely advertise PC games and have had plenty of time to expand and at least start to compete in the DD area of the market.

The closest rival to Steam (in the UK at least) is Amazon as they competitively price their games.
