Well they are different games. Halo Reach is a semi sandbox loads of stuff happening at the same time FPS while UC2 is a fairly linear TPS and GOW III is a linear hack and slash. Linear games tend to be prettier simply because game designers limit area space to move around in and the players view point. Beating UC2 and GOW3 graphically will be VERY difficult on the 360 and because they minimise the limitations of the PS3 (RSX and lack of ram) and take full advatage of it's advantages (Blu Ray space, HDD as standard and the main factor which is the power of the Cell- where the RSX struggles programmers offload tasks onto the Cell). Heck most other PS3 developers are unlikely to beat it. People are raving about Infamous 2 but let's wait till it comes out and play it for ourselves. There is no way a sandbox game can look better than UC2 and GOWIII. It can't. Sandbox games uses many more polygons spread out throughout the vast levels and tons more characters on screens at the same time. No fixed camera view point and no scripted set pieces  to focus all the detail on otherwise it wouldn't be a very sandboxy.

I didn't mean strictly in a graphical sense. There was a thread yesterday here on VGC that went on and on about the amazing sound effects and musical scores going into Reach. The way the sound overlaps and bounces off of different materials and angles... etc
