15A had everyone waiting for the cop, it was horrible. I do not want that mindset again.

I agree with this, also since roleclaiming would mean losing his investigative powers, we can be sure the cop (if there is one) won't roleclaim without good reason, so waiting around for him to show up would be a big mistake.
