I have yet to play Mass Effect 2 completely, but I don't see why the streamlining of RPG elements has led people to not calling it a RPG. Take for example Valkyria Chronicles. While it does have the elementary characteristics of an SRPG, most of them are extremely streamlined as well, especially when the focus of the action switches to a TPS mechanic, which facilitated the game way too much. Normal SRPG games have always a steep learning curve and some very high difficulty missions. Valkyria Chronicles had none of that, except if you were going for the A ranking in every mission. Exactly! I also love how they didn't just stick to their formula, they pushed their own limits to create something awesome. I have friends who HATED RPGs who really dig Mass Effect 2 and said to me "Wait, RPGs can be this cool? I might have to check some others out" (how disappointed they will be with FF13 though).
Pretty much all other RPG series create a sort of formula, and they may tweak it with each release, but they don't make enormous changes (typically). I like that Bioware really didn't just settle in and relax, they took a pretty big risk of alienating their fans, but it made for a superior gaming experience.
And to some of the "ME2 isn't an RPG" I ask how so? How is Mass Effect 2 not an RPG. Some people just dislike it because it's a shooter. Or maybe they haven't played, and if not, their loss. Easily one of the best gaming experiences I've ever had. ME2 is an RPG whether some people want to realize/admit it or not.
