From what I have heard, that is the most you can get, and the rumor is there will be more items to get in the DLC which can take you to the full 100%. Until then 98.4 is the best one can do.

And yes DLC is a good thing. Games like Windwaker had entire dungeons cut out to make release dates and we will never ever ever get to see them unless sometime in the future they re-release a "directors cut" version for full price that you have to buy again. A very large portion of games have this done in the name of budget and time. Chapter 12 and 13 would be lost forever if there wasn't the possibility of DLC. The game's story is complete on it's own, and the game is massive. And if it weren't for DLC nobody would know or care about missing chapters. The fact that for 10 dollars you have the option getting the footage off the cutting room floor is not somehow a bad thing. You don't want to pay the 10 dollars? Then don't and you have the final retail product in it's final form in your hands already. A decade ago that would be the only option.

Well, at least I know I went as far as I can go.  To that other guy--yes I went into the mountains.

And yes, I can't wait for the DLC for this game.  I will be online day one downloading it.  More ACII sounds just about like heaven to me right now.  I absolutely adored this game.
