Square own the IP, Sony part own the publishing rights with Square, in Japan, Sony in America, and Europe, Square International everywhere else and Edios on the PC. The only reason I could think that sony might own the IP would be if Enix sold that when they merged.

So as we can see Square Holds IP Sony owns publishing rights in NA, EU and Eidos on PC.
So PS3 only might seem likely especially with ff13 sales being pretty good

Well In Japan yes but I think it would be a little difficult everywhere else...
