I think it would be a good idea and could probably be a good game. I dont know what the fuss is about a "drop off" in quality. Its a different system whats the big deal? If you wont play because of a "drop off" in quality then I take it you don't play any of the highest rated games on the PSP because most of them are spin offs from console titles so they would all have "drop offs." The same can be said for many popular DS games. That's like people not watching their TV's because of the drop off quality compared to the Movie Theatres.

Also Naughty Dog doesn't have to do the PSP game. Infact most Sony titles for the PSP are not done by the console developers. 

For Uncharted the drop would be really noticeable duo for it being at PS3 and being graphical heavy. I think using cartoon style would fit the game pretty well and would minimize the graphical downgrade, the developers would just have to worry to the gameplay be as near as possible the PS3 ones.
