yeah used to happen to my ps2 controller. I only have one idea that makes sense. The Dualshock 2s have rubber caps on the sticks, they aren't originally part of the sticks. So maybe before the caps are put on, the people/machines at the factory lube the top of the stick so the cap can be slid on easier and without tearing. And the lube is just now, after the sticks have had so much use, seeping through the cap and dripping down the sticks.
