First of all, I never played Halo Wars (lol)
Second of all, the meta score of Halo Wars is below every games that it beats in the top 25...(except Lost Odyssey)
And third of all, I like complaining.
Boutros is right, I like Halo Wars, but there's no way it's the 12th best game on the 360.

Actually, I am willing to bet Fable II will not make the list at all, for whatever reason.
