On TF2 for me, the lagging person moves like a stuttering ghost, making it hard for anyone to hit them.

You bet it is!
I'm a below average FPS player. Sure I like them well enough, but with a death count typicaly twice my kill count I'm far from the best. Unless I'm sitting in a turret.
Back around '99 I was one of the realy early broadband adopters, almost eveyone else had modems. I didn't even have a fancy computer or high end graphics card. I kicked ass because of my low latency connection.
I miss the days of having an unfair advantage :(
