It seems to me that Insomniac at first wanted to believe that making sure their games run a rock solid 60 fps would pay off. Yet Insomniac is not the first developer that came up with the same conclusion. That is while people online claims they want a game running fine at 60 fps yet it doesn't seem to have any impact of the reviews of the game nor it's sales.
In order for a game to run at 60 fps you got to make sure the GPU can finish each frame under 16ms. GPU can only do so much so fast. Having a game to run 30 fps gives 2x more time for the GPU to do each frame which it turns allows more calculations for more special effects, more characters on a screen at once, etc..
