Apparently a "source close to Bioware" confirmed it. Seems kind of like a rumor, but the editor makes note of this at the end of the article.

I don't buy it and will not until Bioware releases the news themselves.

They did an awful lot of "We're tired of developing in premade universe/series" talking to suddenly turn around and say "Oh by the way, we're doing another non-original game."  This seems very strange.
