That being said, an argument can be made that on the whole, the quality of games is better now than fifteen years ago. Not just in terms of graphics or gameplay, but also looking at the talent of developers, voice-actors, artistic directors, etc. While I agree that Famitsu is getting soft with their ratings and that it's a joke that no games before Ocarina of Time were worthy of a perfect score while 6 have gotten perfect's in the last 2 years, the comparison in terms of overall investment justifies part of that. It has everything to do with the fact that the industry is becoming more and more of a major financial player in terms of being able to attract top talent from colleges; people who wouldn't have considered working in the gaming industry twenty years ago because both creatively and financially the benefits weren't there are now making great money (and sometimes, making great games) in the gaming industry.
I also think that with every generation of new hardware, scores will generally increase on account of the wow factor generated by the increased performance of new hardware. It's something of a tough call...do you begin to score games on a sliding scale to make up for the fact that graphically they will surpass older games, or do you let the average scores continue to drift upwards? I really don't know.
