Who's Civ 4 incarnation has to be THE most worthless ruler in the entire Civ franchise. Well unless they fixed him with AI after warlods. I've yet to get a vanilla game in since i bought it from Steam. |
Toko is only useless because he is such and isolationist, and too aggressive. So he gets a little gimped because being an isolationist really hurts your civs economy and technology rate, and being aggressive really hurts his economy. I always had fun by using random personality traits, it always shakes the games up a bit, and sometimes you don't know who the aggressive civs are until its too late.
