Yes, but just barely.  If you play the game (or look at more official art), you see that she wears some, but they're under waist high pantyhose.  So it basically doesn't look like she's wearing anything half the time.

Well...I've 'played' it.  But I never finished it.  Despite Prier being my pick (and liking the overall design and characters of La Pucelle), the gameplay of La Pucelle couldn't hold me long enough to finish the game.

My guess, only 2 Fire Emblem characters per title.  I wouldn't be surprised if the next Smash Bros. had Marth and the newest sword-wielding protaganist in the Fire Emblem series.
