Well...nothing. I think he thought that the 7 is in the square root. You can have a 7th root of a number though...like 7th sqrt(128) = 2

I don't understand what you mean. To be able to reduce a prime number-th root, the number inside (does it have a name?) needs to be factorizable into something that is elevated to a higher exponent. So, to reduce a 7th root, you gotta have something that is elevated to the seventh or more. Given how quickly numbers escalate, it seems to me like a waste.
On the other hand, if the number were not prime, it would make more sense, for example, you can reduce easily a 6th root with a squared or cubed number, like 6√27 (6th root, not 6 times) = √3, that would make a lot more sense
