Gamescon - Yes, absolutely. I see a lot of people making wacky predictions, some of which revolve are Japanese developers who very much concentrate on the Japanese audience announcing some megaton at an event they may not even attend.
TGS - Not really, I haven't really seen anyone talk about this yet.
