I'd recommend passing on it. I thought the game was unbearable. Dreadful voice acting, dialogue, characters, story and inexplicibly bright. Its only saving grace is the battle system which, unfortunately, is marred by a terrible targeting system.
It's a shame, though. I was a pretty big fan of the first two games.
I'd save my money.

I'd ignore all this, and then give it a shot for myself. The battle system alone was amazing. If you deal with Lymle, you will LOVE the game.

Well, it's quite silly to pass of criticism without even addressing it. I mean, you said that anyone with a problem with Star Ocean 4 could speak to you, so speak!
I'll even elaborate my criticisms:
Voice acting: Lymle was just terrible and it isn't as if the rest of the cast made her annoyance any more bearable. I'm not saying they were all bad, but there certainly wasn't anyone who stuck out.
Dialogue: Probably my most disliked aspect of the game. Just dreadful. I can't recall any game that I've played in recent memory that was worse, with the exception of Luminous Arc.
At the beginning of any new quest or adventure, whenever a character was feeling down, every character had a motivational one liner... Some games do cliches well... this was not one of them.
Characters: Hardly anything worthy of note. The sole noteworthy personal struggle in the game was with Edge, the main character, and a certain event. I thought they handled it so poorly... after a few motivational one liners from his pals, he was chummy once again.
Lymle was just a brutally, annoying character.
Meracle's voice and dialogue were among the worst in the game. Every line she had and situation she was in was so corny. To add to that, I felt slightly uncomfortable with how childish she was while they had her in such adult situations. Her clothing was rather off-putting as well.
Edge Maverick is among one of the worst protagonists in a major JRPG. He couldn't have been less interesting; his rivalry/friendship with his friend wasn't believeable in the sleightest.
The rest of the characters, while far less annoying, were largely forgettable.
Story: It wasn't bad, but it certainly wasn't great either. I didn't feel overly motivated to trudge on through the game for the plot advancement.
Gameplay: I admit, it was great! Really great. However, I thought it to be too easy and the targeting system was overly complicated.
I just think there are far better games and RPGs out there to play than this. It's rare that I don't finish a JRPG once I start one. The only other game I can say that about, in recent memory, is Final Fantasy III DS.
