They have the Helghast, some of the most iconic characters in gaming. They just don't know how to utilize them properly.
The original Killzone would've been great if the game had actually been good. They could've used lines like "The Helghast are coming!"
With the sequel, it could've been "Takin' it to the Helghast."
But they seem to have serious trouble capitalizing on an IP at the moment. Even then, Killzone 2 suffers from being an FPS on a platform that doesn't cater all that much to the FPS audience. If the ps3 had a larger presence in North America, maybe they could've done more with what they had.
I'm just glad the game is getting bundled. Bundles put games in the hands of more people. Even if most of them end up not liking the game, there will be a decent number that do, and that'll lead to a larger audience for Killzone 3. Hopefully with the next title they'll attempt a Halo-esque marketing campaign (not to the same degree, but at least do more than what they usually do).
