^ I'm very sure a high amount of people contemplate it everyday, and many of them follow through. But what about repeat offenders? I know a guy who has tried 3 times now because he is clinically depressed.

Repeat offenders can often turn their lives around as well.  Out of those 4... two of them tried more then once.

a person tried it 3 times because they were clinically depressed.

To me that's like asking if you want to save someone 3 times because they keep going into diabetic shock  etc.

Clinical depression is an illness that can be treated successfully.
