The Rock absolutely, and then probably the first Bad Boys (which I thought was pretty good), and then Armageddon (which... I actually remember liking, so make of that what you will).

I actually went to a midnight screening of Pearl Harbor. I was so dumb. :)

Another good action director is Peter Jackson. In his Lord Of The Rings films and King Kong, he crafts battle scenes with a sense of progression and the battles seem to be going somewhere.
