I'm in Australia and got it.
You just create a hotmail account and make your country the USA. Then create a new gamertag on your xbox and use that hotmail account. It automatically creates a US account where you can get the trial of Kodu immediately.
Then to get the full version, you just go to ebay and buy a 1600 point US card and use that. You just need to make sure its a US card because the points are region locked.

For verse AI, look to the arcade games Berzerk or Robotron, or have the enemy act the way they do in Serious Sam. For multiplayer that should be doable. You may want to consider going with the Kodu bot as your model.

That says a lot about the versatility of the game since I did that one completlely differently. I just made the L-stick control its movement and moved it there myself...
