The rim around the d-pad is too thick and obstructs the movement of the pad. To fix this you have to take the cover of the controller off and sand down the inside of the rim. There are many video tutorials online for exactly how to do this. Once the rim has been thinned out the d-pad should work perfectly fine.

As for why MS haven't fixed the problem yet, I have no freakin clue.

I'm really confused ... I wasn't asking the cause of why the controller was like that, just asking why Microsoft made their d pad like that ... nordlead explained pretty well!
