I live in the United States and I was wondering if anybody knows if I can send a VC title to someone who lives in Europe? If so do I need to do anything extra?

no, you can only gift to other countries in America.

You can to others in NA by changing what country you have your Wii identified as (under options) but you will not have the option to choose European countries.

It's stupid, but I think it's because different regions can have slightly different versions of games, due to legislation.

Ex: EU Pokemon games don't have the slots playable.
