Yep, but RRODs are maybe 1/2 of the reason the 360 fails. There are a variety of other problems with the system -- check out the 50 page 'my xbox broked' thread at SA and look at how many people are complaining about methods of failure which are not covered by the RROD warranty.
Buying an Xbox 360 without a warranty is like playing crabs -- sure, you're more likely to roll a 7 than any other number but there are still 10 other numbers you may roll. There's a good reason MS doesn't want to cover all of the other failure modes: it would cost a hell of a lot more than $1 billion, and since the RROD is the most common single method of failure they thought making this announcement would placate the internet users aware of the 360s problems as well as the media.
It's not a nice thing to do, but it saves MS money at the cost of their fans.
