I thought it has been a collaboration between the two... and I could of sworn Peter M. said Milo has been in development for a while now...
Either or who cares, this isn't going to actually come to fruition until years down the road in which I wouldn't be surprised if all the competition will have similar tech, its how the industry works after all.

Why would anybody believe anything Peter Molyneux ever said? He's hailed as one of the leading game developers behind "moral games" that have moral decisions that affect the outcome of the game. I have yet to see it happen, but he's had the credit and good reputation for it for decades now.

He has good reputation because he is known for inventive, creative, and fun games. He might not deliver on all of his promises, but at least he is attempting to push the envelope.

He's barely even a game designer anymore. He's the Creative Director of Microsoft Game Studious, Europe. He still works at Lionhead Studios as well, but more as a publicist and executive producer than actual designer. And Lionhead is wholly owned by Microsoft Game Studios.
I loved Populous, which he designed and programmed himself, and I loved Magic Carpet, which he was the executive producer on. But for the last decade he's been more famous for lying about his games than making games or keeping promises. He's been bragging about revolutionary A.I. for as long as I can remember. If he was completely telling the truth about Natal, it would be a sick joke. He's the boy who hyped wolf.

LOL. I see you read Wikipedia since you quoted it almost word for word at one point.
He may have been shooting for the stars in Black and White and Fable, but the games turned out quite well. And Black and White was very innovative and intuitive. I don't think he was lying, but his team just couldn't create his vision. Most people think things about their games like Pete does, they just don't say it to the press. Which was his mistake and one you are taking offense to. I have played pretty much all of his games and have to say, each one is fun.
And it seems to me like Creative Director is a great position for a man like Pete, who is very passionate about his profession. You might not see anything in him, but MS sure as hell does.
EDIT: And the man still has street cred from Syndicate. Which is awesome.
Also, I would like to add that the part you quoted has not citation, so take it with a grain of salt.

Project Milo makes me remember the first Red Steel trailer:
It shows what the platform would be supposed to do, but the final thing might come out a little different. I wasn't aware of this:
" He stated that the select few to demo Milo live behind closed doors were instructed by Microsoft to follow exactly what was shown in the video. Satterfield also stated that there definitely is someone “controlling” (influencing) Milo behind the scenes."
I'm not shocked at all about the Milo comment. Having studied AI, anything like what they showed (as a whole) is beyond the reach of anything anyone has accomplished. Anyone who thinks Natal is legit should go read some Turing test logs from some of the big competitions, they are laughably funny.
Heck, I have a friend who was doing research into video capture of human motion, and that stuff is seriously complicated and tough to manage. We saw the affects of that when the avatar went all crazy when he lifted his legs.
Maybe they'll break new ground in the fields, but they have a lot of work ahead of them.

I don't see why it matters that Molyneux doesn't program the games himself anymore. I mean he calls all the shots at Lionhead anyway, so I don't see why that would make anything different.
