Persona is the biggest franchise they have. To suggest that they'd let the Americans announce it... I mean The two branches act as seperate companies practically.
As for Undying reason for saying it. I'd guess it's a userbase arguement. Persona needs both good Japanese and US sales.

Yups that is why they put Persona on PSP and not on DS.
I am expecting it to be on either PS3, PSP or Wii. But an announcement at E3? That neither makes sense nor will it do any good for the game, as nobody but internet hardcore in the West cares about SMT and announcing it here at E3 will leave lots of japanese fans dissapointed. They are who keep this franchise alive for more than 15 years already, after all.
By the way, fiscal year has long since ended why didnt Atlus post their results? It could indicate whether or not they are able to pull an HD game.
