It has SecuROM so a lot of people might not buy it, but anyway you can buy it 60% off at GamersGate
The reviews are good enough for this kind of game, and the comments at GG are good. the game doesn't have a skirmish mode out-of-the-box but there's a Dynamic Campaign Generator mod, which exists since Soldiers: Herpes of World War II (MoW is another entry in the "series") and it's supported by the game. there are also other mods too in the official wiki
