Dont be the dick who ruins the fun for them. Honestly Ive gone to parties/gigs where the cops come because the music was too loud everyone hates the bitch who called them. Just close your windows or put on some earphones and go to sleep with your music in your ears.

Unless they just have some loud stereo shit on for no good reason.....then call the cops.
