I'm sorry I only found this Dutch link as of now (and I'm too lazy to check BBC but) -

According to this, the EU wants to create some legislation that protects customers who buy games with too many bugs. The regulation should say that the consumer should be financially compensated. They are discussing a 2 year warranty plan but the the TIGA, an interest group on European game developers criticises te plan:

"This new legislation works as a noose. Releasing good products is of course the proper thing to do but if the legislation is too strict it could prevent developers from making any game"

The representatives creating this law plan to discuss it with the games-industry first before putting it up for approval.

 

I think that even getting this opinion and possible legislation out in the open is a very good idea. Might be a very good and pre-emptive wake-up call
