It means Orbital Drop Shock Trooper, also known as Hell Jumpers. Their the badass special forces that jump from orbit in drop pods right into the middle of the warzone. Their ruthless and they never back down.

Also ODST takes place between Halo 2 and 3 in the city of New Mombasa after the prophet of Regret does an interstellar jump right above the city nuking half of New Mombasa. From the looks of it, it's also the start of the main invasion of Earth by Covenant forces.
