It is not dictatorship it is clans system. Kadyrov is leader of Kadyrov's clan, there are other family clans that got influens in Chechen republic. Most of the Caucasus territories have clans orientated political system. They have got goverment and parlament, but most of the time it positions in there occupated by clans.
