You young people do not seem to have the slightest clue as to what is going in the industry on so I'll try to explain it a little more in detail:
If X wants to sell an electronic product Y that contains anything that might emit radiation of any kind, the product has to be certified that it conforms to certain regulations (which may or may not differ from country to country). This new SKU as per the linked document obviously contains a new Wifi connection, so it has to pass this examination that ensures Y does not disturb other equipment. Since Sony is Japanese, the test was done in Japan. This EMI (ElectroMagnetic Interference test) apparently passed early september so it can be sold in Japan (and by mutual agreement probably everywhere else. In addition, if this SKU is supposed to be sold in Europe, it has to get the "CE label" (a test procedure that guarantees that any electronic gadget sold in the EU cannot "run away" and electrocute the user if operated unattended (no word on this, probably is awarded automatically with the EMI certificate, don't know really). It really has nothing to do with the price of Y.
And another thing: which harddisk goes into the new SKU was determined at least a year ago, and the number of hds was also ordered at the same time (and at that time, probably cost around $22 for a 40G and $25 for a 80G drive. Unless Sony is foolish enough to order their material days before production starts, in that case it's probably around $80 for the 40G and $90 for the 80G drive...)
