the highest selling of those will be MF2. so thats easily the ps3 game of the year, but if its just exclusives, then i'll say Uncharted 2.

We don't know what games are definitely coming out in 2009.  It looks like FFXIII will only be out in Japan by the end of this year, so no chance for that.  GOWIII could be out, as could GT5, whereas Heavy Rain and Assassins Creed 2 may not be out.

Of the games expected to be out, I reckon the contenders are:

• Uncharted 2: Among Theives
• Bioshock 2
• Call of Duty: Modern Warfare 2
• Infamous
• Killzone 2
• Resident Evil 5
• Street Fighter 4

There may be a few others that I'm missing and may pop up like Ratchet & Klank: Crack in Time.

Anyway, Uncharted won the award in 2007 and MGS4 won it in 2008.  Didn't Bioshock win the 360 award in 2007?

Even although PS3 exclusive games look great this year, I doubt Killzone 2 will win it and the only exclusive game with a realistic chance IMHO is Uncharted 2, unless Infamous captures the wholesale attention.  I would put money on Bioshock 2 or Uncharted 2 being the GOTY at this point.
