He should send out some decoy boats armed to the teeth and then just sink as many as he can

Can't bomb them on the main land because there are too many civilians. Can't negotiate or pay them because it defeats the point. I'm not familiar of all the implications or possibilities, but it seems there are two reasonable strategies:

1) Talk to Somalis and get them in on a plan to drive the pirates out. Working together and sending in military to rid them of most pirates. Doesn't have to be all, but just enough to dissuade them from continuing to excessively pirate. It shouldn't take but a few months to a year.

2) Arm most vessels going through the area and order fire at any unresponsive and suspicious approaching vessel. Maybe even have some vessels at "bait" to startle the pirates confidence. Lure them out and play psychological games.
