Nintendo paid and promoted the localization of ToS in the US, that alone made it more difficult.
Anyway, they dind't comfirm the western release of Eternal Sonata till the E3, and if ES can make it, i'm sure that a game that is getting hype from the PS3 owners can make it. Just look at Gamefaqs where it is the 5th most active board.
There probably won't be any real decisions made till they see sales of PS3 version in Japan.

nintendo owned the right of the localization like fatal frame that will never release in the US also.
