Fighters are another example of simplistic environments. You get a lot of static geometry -- you don't have to stream new data in, etc, and you can "false front" everything, since you only get to see stuff from the arena.
On top of that, you only have two interesting characters to animate and render, typically. God of War is not an arena fighter, like the fighters you mentioned, and there are a heckuva lot more than 2 characters onscreen at once.
60 FPS is great for lighting fast animations and fighting other humans in 1-vs-1 contests, or for lightning fast racers. In action games, even reflex action titles like Ninja Gaiden or God of War... I'll take 30 fps over 60, if it means the quality bar, per frame, is much higher.
I am a frickin' action game master super ninja, so you can't claim that 60 fps is a prereq for these games, when I know it isn't. I could beat the original arcade Ninja Gaiden on a single quarter! Flip-shoulderthrow FTW! ;)
